Is the dog normal (physically and neurologically) in the interictal period?

Preictal (or prodrome):

This stage may not always be apparent in dogs but is the period before a seizure where unusual behaviour may be detected. It can last from minutes to days.

Postictal:

This period is directly after a seizure and occurs as the brain is restoring back to normal function. It can also last from minutes to days.

Physiology and neurology

There is an increased possibility of an underlying cause of seizures in this dog. Consider further work on abnormal findings and further diagnostics, such as MRI.
